Community Care Fund Elderly Dental Assistance Programme (CCF)
Programme Overview
The Community Care Fund Elderly Dental Assistance Programme aims to provide removable dentures and related dental services to elderly persons with financial difficulties to help improve their chewing ability. Since July 2, 2024, the programme scope has been expanded so that eligible elderly persons may receive dental check-ups, scaling and polishing, tooth extractions, fillings, X-ray examinations, removal of bridges or crowns, and root canal treatment even if they are unfit for denture fitting. This enhancement encourages eligible elderly persons to manage dental diseases at an early stage by opting for other preventive and curative dental services, thereby retaining their natural teeth as much as possible and avoiding tooth extractions and denture fittings.
Eligibility
- Aged 60 or above, currently receiving Integrated Home Care Services (IHCS) or Enhanced Home and Community Care Services (EHCCS) subsidized by the Social Welfare Department, and paying Level 1 or Level 2 fees, but not a recipient of Comprehensive Social Security Assistance (CSSA). (Note: Applicants under this category must be assessed and referred by the IHCS/EHCCS teams participating in the programme.)
- Aged 65 or above, and have been receiving the Old Age Living Allowance (OALA) continuously for the past three months. (Note: Applicants under this category must be assessed and referred by participating elderly centres, community centres, or dental clinics that accept direct applications.)
- Have never benefited from the Community Care Fund Elderly Dental Assistance Programme, (including those who have never applied through IHCS teams, EHCCS teams, home helper teams, elderly centres, community centres, or directly participating dental clinics).
- Aged 75 or above, who received dental services under this programme five years ago or earlier. (This only applies to applicants seeking a second round of dental service.)
- Have never benefited from the Department of Health's Outreach Dental Care Programme for the Elderly.
Have lost all or some teeth or suffer from dental problems, and experience difficulty eating or chewing, and are willing to receive dental treatment and subsidies under this programme.
Application Method
- Eligible elderly persons may visit district service units across various regions in Hong Kong — including elderly centres, community centres, and designated dental clinics that accept direct applications — to complete the application procedures and arrange their first dental appointment.
- Eligible elderly persons who are currently receiving home care services may contact their respective service teams to arrange the application.

How to apply for dental services under the Community Care Fund
Eligibility
Elderly individuals who have been receiving the “Elderly Living Allowance” for the past three consecutive months (approximately HKD 4,000 per month).
Application Method
Applicants should personally visit any of the service units listed to apply. Eligible elderly individuals receiving home care services can contact their service team to arrange for an application. It is recommended to call the selected service unit first to inquire about their operating hours.
